Local Plan Examination 14 June 2022

Merton’s Local Plan and Policies Map was submitted to the Secretary of State on 2 December 2021. The Secretary of State has appointed G J Fort BA PGDip LLM MCD MRTPI and R J Aston BSc (Hons) DipTP MRTPI to conduct the examination.

Merton Council appointed a Programme Officer, Carmel Edwards, to manage the Local Plan and Policies Map examination on behalf of the Planning Inspectors. The hearings will be divided into two stages:

  • Stage 1 of the hearing sessions will commence at 10:00am on Tuesday 14 June 2022 and finish on Thursday 23 June
  • Stage 2 of the hearing sessions will commence at 10:00am from:
    • Tuesday 4 October to Friday 7 October 2022 and on
    • Tuesday 18 October to Friday 21 October 2022

1000 – 1130

  • Inspectors’ Opening Remarks
  • Opening statement from the Council
  • Matter 1: Is the Plan legally compliant, have the relevant procedural requirements been met, and has the Duty to Cooperate (DtC) been discharged?

Participants: The Council, Mitcham Cricket Green Community and Heritage

1145 – 1315

  • Matter 2: Is the Plan consistent with national policy in terms of its plan period, and in its identification of strategic policies; and does the document serve a clear purpose in a succinct, clearly written and unambiguous way?

Participants: The Council, Mitcham Cricket Green Community and Heritage, Wandle Valley Forum

1415 – 1700

  • Matter 3: Does the Plan include policies designed to secure that the development and use of land contributes to the mitigation of, and adaptation to, climate change? And are the climate change aspects of the plan consistent with national policy, in general conformity with the London Plan, justified and effective?
